The provision of Emergency Medical Service is important in the protection promotion and of the right to health of people thru the conduct of basic and advanced life support services to patients with illness or injuries in critical condition.

This bill seeks to establish the National Pre-Hospital Care Council which shall be tasked to formulate and implement policies on pre-hospital emergency medical services and related institutions, in coordination with affiliated medical and educational institutions. The Council shall be composed of the heads of the Department of Health, Department of Interior and Local Government, Technical Education and Skills Development Authority and the Commission on Higher Education as ex-officio members. Representatives from a national health organization, local health boards, registered emergency medical practitioners, registered medical practitioners, shall be appointed as members of the Council.
